Stage 3 Health Information Exchange: Lofty Goals, Functional Gaps, Practical Advice

In updating Meaningful Use (MU) to Promoting Interoperability (PI), the Centers for Medicare and Medicaid Services (CMS) revealed a clear vision for incentivizing the use of certified electronic health record technology (CEHRT). Likewise, high expectations for electronic exchange of “interoperable” data are reflected in high measure thresholds under Stage 3 Objective 7 in the Illinois Medicaid PI Program.

Meanwhile in the 2020 program year, paper is still king. Fax machines continue to outnumber (and arguably outwork) CEHRT when it comes to sharing patient data. Fully electronic health information exchange (HIE) remains limited due to a variety of technical and workflow challenges.
