Step 1: Commit to a Certified EHR. These are listed at http://oncchpl.force.com/ehrcert
Step 2: Determine if you are eligible for the Medicaid Program http://www.cms.gov/Regulations-and-Guidance/Legislation/EHRIncentivePrograms/Eligibility.html
Step 3: Register with CMS https://ehrincentives.cms.gov/hitech/login.action
Step 4: If eligible for the Medicaid Incentive Payment Program, register with HFS http://www2.illinois.gov/hfs/MedicalProvider/eMIPP/Pages/Attestation.aspx
Step 5: If registered with HFS, attest that your providers are eligible and have adopted, implemented or upgraded to a certified system. Receive $21,250 as your first payment
Step 6: Continue to use your certified system in a meaningful way and attest each year to either CMS or HFS to avoid Medicare penalties
